A double-wall tank system CAN PREVENT the release of product
from the primary tank. However, it must be used with an
interstitial sensing device that is functioning properly.
The interstitial sensing device can only identify when a release of
product occurs from the primary tank and enters the interstitial
space, and then trigger an alarm.
As the Class B Operator you are responsible to ensure that Class
C Operators understand what action they must initiate should
such an alarm be generated by the monitoring system.
You are also responsible to ensure the proper operation and
maintenance of the interstitial monitoring equipment, and any
alarm is followed up with the proper release response and
reporting (see Chapter 8 – Release Response & Reporting).
